Many county workers believe that the current pay and raise structure
is unfair. The Coulter Study, done in 1999, shows that the County's pay
levels are "substantially below market levels." Pulaski County
workers didn't need the study to tell them they were underpaid -- they
know this from experience. They are organizing to press for living wages
